With reference to your letter of the 28th December,

F.8516/3152/10, and enclosures, regarding the heavy

fines reported to have been levied on British shipping

by the Chinese Customs in respect of unmanifested cargo,

I am directed by the Board of Trade to state that while

it would certainly seem that the Chinese Customs are

fining the masters of British ships for smuggling

offences with considerable severity, they would wish to

receive some more information as to the actual facts

before coming to a definite conclusion.

Few actual instances of heavy fining have been

brought to the notice of the Board, and it is hoped

therefore that the report which His Majesty's Charge

d'Affaires at Peking has been asked to supply will give

full particulars of the fines complained of, and will if

possible indicate in each case whether or not the
